The pace bowler has claimed over 300 dismissals in 71 Test matches with an stellar bowling average.
Australia's chief selector Bailey has confirmed that pace spearhead Cummins will be a central figure in the forthcoming Ashes series.
Rumors had circulated that the 32-year-old might sit out due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no official announcement had been made regarding whether he would play, with the extended contest kicking off on November 21 in Western Australia.
Bailey expressed that his recovery is on track and was "optimistic" about the likelihood of participating.
"We know that time is getting short and multiple considerations around that, not only his injury, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he'll participate in a significant role. With luck from the opening match. Should that not happen, we'll reassess."
Past Concerns
Cummins was ruled out Australia's limited-overs series against India and New Zealand last month after examinations confirmed a lower back issue.
He has a history of spinal problems, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of three Australian summers in a short span.
He emphasized he would be ""aggressive" and "take risks" in his rehabilitation process to secure his spot for the Ashes.
The selector indicated that he did not know if Cummins had begun bowling as part of his rehabilitation but admitted it was "becoming urgent" for him to recover fully for the opener.
Backup Options
If he's unavailable, former captain Steve Smith will lead the side.
All-rounder Cameron Green was withdrawn recently from Australia's squad for their limited-overs matches against the subcontinent side as a safety move because of an abdominal issue.
The selector characterized it as a "slight concern and mentioned that Green will play in the Sheffield Shield, so will be "in a good place to deliver overs."
"Extensive planning has gone into creating the schedule for him to take part for the initial game as an batting and bowling option," Bailey explained.
"His involvement was limited to the first two ODIs in any case. How he handles the bat in limited-overs, should it hinder progress for 24 more hours, we opted to approach this more conservatively."
